Business Analyst 3

DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 

Job Description:

The Business Analyst III position performs advanced business analysis and takes part in the planning and implementation of data governance tools for the DSHS agency. The contractor will support in the data collection, identification of data assets from various sources, filling the template for setup and overall implementation of metadata management and data governance for all data assets. The contractor will review, analyze, and evaluate business systems and processed to build an operational metadata management process.

• Bachelor’s degree in a related field or equivalent experience.

• 8+ years of experience as a senior Business Analyst (Technical). 

• 8+ Years of experience with enterprise data analytics, integration, and management, working with data warehouse and data governance technologies

• Experience with Informatica Data Governance tools preferred

o     Axon Data Governance

o      Enterprise Data Catalog

o      Data Quality

• Experience using Jira

• Comfortable working both independently and within cross-functional, collaborative teams

• Experience with Business Intelligence tools such as Tableau, Power BI etc.

• Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. 

• Works under limited supervision with considerable latitude for the use of initiative and independent judgment. 

• 8+ years of experience as a business analyst analyzing raw data using Excel, Tableau, Power BI etc.

• Ability to present information to a variety of audiences, verbally and in writing, and to communicate clearly, concisely, and effectively.

• Ability to adapt to change or modify behavior in response to changes in situations or priorities.

• Serve as a liaison between project stakeholders, other information technology teams and program stakeholders.

• Summarize information for leadership and stakeholder reporting.

• Conduct design meetings, metadata modeling conversations, and creating slide decks for project review and status reporting.

• Communicate and collaborate with a variety of stakeholders.

• skill in problem-solving, conflict resolution, and negotiation.

• Ability to analyze and interpret technical information, including regulations, and policies.

• Able to create process flows, data flow diagrams 

• Designs and implements data acquisition strategies and solutions as required. 

• Familiarity with Texas Data Management Framework.

•    Excellent communication, presentation, interpersonal, and organizational skills

II.  CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience
8 Required Experience in the field or in a related area as a senior Business Analyst (Technical).
8 Required Experience with enterprise data analytics, integration, and management, working with data warehouse and data governance technologies
5 Preferred Experience as a Business analyst analyzing raw data using Excel or with Business Intelligence tools such as Tableau, Power BI.
3 Preferred Designs and implements data acquisition strategies and solutions as needed
 
III.  TERMS OF SERVICE
 
Services are expected to start 05/01/2025 and are expected to complete by 08/29/2025. Total estimated hours per Candidate shall not exceed 856 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
 
IV. WORK HOURS AND LOCATION
 
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4601 West Guadalupe, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
 
V.  OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE

Services are expected to start on or around May 1, 2025 and are expected to completed by August 29, 2025. Total estimated hours per candidate shall not exceed 856 hours for FY25.

 

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

 

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

 

WORK HOURS AND LOCATION

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

 

B) The primary work location will be 4601 West Guadalupe, Austin, Texas 78751.

 

Position will be 4 days remote with 1 day (Tuesdays) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.

 

Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.

 

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker’s and/or Vendor’s expense.

 

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

 

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
